How is Delegated Funding calculated?

Delegated SEND funding is allocated to mainstream schools through the National Funding Formula (NFF).

Schools receive a Notional SEND Funding amount and this is based on a number of the factors within the NFF which are used as a proxy for the SEND needs of pupils in the school:

Poor Prior Attainment

Schools receive funding is based on the prior attainment of the pupils within their school

For primary schools this is based on the Early Years Foundation Stage, for Secondary Schools this is based on KS2 results

100% of prior attainment funding is allocated to schools forms part of the Notional SEND Funding

English as an Additional Language (EAL)

Based on the annual schools census returns, numbers of pupils identified as having EAL

50% of the EAL allocation to the school counts towards the Notional SEND funding

Deprivation

Based on Free School Meal eligibility and the IDACI index of deprivation

50% of deprivation funding allocated to the school counts towards the Notional SEND budget

Age Weighted Pupil Unit

Fixed amount per pupil (varies according to Key Stage)

5% of AWPU funding counts towards the Notional SEND budget

The notional SEND amount is identified on the Funding Certificate received by the school (mainstream or academy)

Mainstream Schools Funding for those with EHCPs

• Statutory funding
• Funding allocated in line with special educational provision in the EHCP
• Allocation reviewed at least annually as part of the statutory annual review of EHCP
• Must be used to support the individual child. Applications are made to the Local Authority using the Education, Health and Care Needs Assessment form. This is a statutory process for children with high levels of SEND.

EHC Needs Assessments and template letters

If the assessment conducted leads to an EHCP being created, then funding is allocated to meet the special educational needs and provision as outlined in the EHCP.  The needs and provision reviewed at least annually as part of the statutory review of a child or young person’s EHCP.

We currently outline in the EHCP the equivalent ‘hours’ of funding allocation.  Following a recent funding consultation however, we are now moving towards a banded funding model for all schools.  Transition work with mainstream schools is not yet scheduled; further updates will be included on this page, once they are.

Additionally Resourced Provisions and SEN Units for those with EHCPs

Special School Funding for those with EHCPs

• Statutory funding
• Must be used to support the individual child
• Banded funding being implemented in this sector first from April 21
• Model and values have been agreed through Schools’ Forum and represent a graduated, needs-led approach

Independent School Funding for those with EHCPs

• Must be used to support the individual child
• Individual agreements reached with families and settings
• Individual contracts in place and monitored by commissioning team
