Appendix 6: Checklist to be used when creating lists of contractors on behalf of Buckinghamshire Council
Establishing List(s) of Contractors

Review values and classes of work, etc.

Review application forms and form of advert.

Review existing list of Contractors.
-
Arrange the advertising of the list(s) of work.

Check all details in Contractors’ submission. Ensure/obtain current Stage 1 Health and Safety compliance through CHAS, SSIP, equivalent or BC evaluation.

Ensure Stage 2 compliance considering appropriate experience for the work, taking up references (minimum 2) and assess the contractors in terms of quality, legal compliance, performance on site and technical competence.

Correspond with Contractors as required.

Based on the assessment carried out under points 5 & 6 above recommend contractors for inclusion on the proposed Council List of Contractors.

Obtain Client’s approval as appropriate.

Prepare reports for Committees etc as appropriate.
General Annual Review of Lists
In addition to the above an annual review should be undertaken as follows:
-
review values and classes of work; and
-
review CHAS / SSIP status to ensure current compliance; and
-
review contractors; consider deletions and additions to the lists based on quality and health and safety performance from Monitoring Reports. When a Contractor has not been employed during the review period the Contractor’s up to date accident statistics should be obtained and assessed as part of the review; and
-
obtain Client’s approval; and
-
and prepare reports for Committees.
Correspond with the Contractors as necessary to:
-
maintain correct Contractors’ details; and
-
maintain Tendering Records; and
-
maintain Contractors’ performance monitoring records including health and safety; and
-
report Contractors’ performance to Clients Section including health and safety; and
-
answering external queries re: Contractors’ performance.
Liaise with the Client’s Health and Safety Adviser regarding Statutory and Client changes in health and safety requirements and over any areas of controversy concerning health and safety issues, which could affect the inclusion of contractors on the Council List of Contractors. Monitor other statutory requirements.
